To me it looks like:

~Render layer: Plastic wrap
~Background: Grey50%
~Over layer: a filter over the brush's that he used..like colord pencil or notepad
~then he used sharpen on the face and the front of the gun
~then a spot light in the background

and about a 70% opacity for the text layer

:P :P :P :D

Please leme know how much of that is right...=]
I wanna know how good i am lol

Hmm...I didn't use any brushes. the original bg was a black/brown circular gradient. The rest is just smudging and blending. I think there was a gradient map in there too. The effects on the render is a a mixture of overlays, smudges, and a ton of duplicated layers. Tut I used can be found here (I didn't follow it exact, but this is where I got the idea/some of the effects.

I freaking knew it. I could've guessed the exact tut from that smudgework, but as for the shinyness it looks like you did a gradient map then the whole bloom thing, with a blur + sharpened on "lighten" and normal.

Yeah. I forgot how I did pretty much everything I used to do in photoshop so jumped back on simple gfx and found that tut. I followed it for the smudging (changed some of the blends tho) and the render I did my own stuff did. The effetcs he used in the tut I didnt like on the render I used. But ya you guessed it phob. Dont remember exact effects I used on render tho :x

Any1 have a tut for a fading line (just a plain white line that fades out)??

Make a gradient, with one end the color of line and other end transparent.

Or create a new layer, use the select tool and make a thin line. Hit "fill" make it white.. then use the smudge tool to pull the end out as if it fades. That's what you see in the semi-border in the upper left of my current sig.
