I'm a.k.a. Caboose89 on some websites, so here is a tutorial I call Blood Ripple.

Here's a direct link to the tutorial: Click Here.
or the copied version here:

1.)
Size doesn't really matter, although the smaller the better. I use signature size at about: 375 x 125 pixels.
Press D to reset your palette colors.
Make the background Black.

2.)
Apply Filter: Render: Lens Flare
Add a few lens flares through the canvas, differing in size.

3.)
Right-Click and Duplicate the layer. Change the new duplicated layer to Screen.

4.)
(Still Second Layer)
Apply Filter: Sketch: Bas Relief

Detail: 15
Smoothness: 15
Light: Bottom

Image

5.)
(Still Second Layer)
Apply Filter: Artistic: Plastic Wrap

Highlight Strength: 20
Detail: 15
Smoothness 14

Image

6.)
On the BOTTOM Layer:
Apply Filter: Sketch: Chrome

Detail: 10
Smoothness: 1

Image

7.)
On the TOP layer, change the Layer style to Color Burn. Then press CTRL+U (Hue/Saturation)

Hue: 360
Saturation: 25
Lightness: 0

make sure Colorize is checked.

And your final picture should be similar to this:
