question on ranks

i was reading a bit on the players guide that comes in the game files and i found this:

NOTE:
The Strogg have no concept of individual names or rank titles, and consequently are only ranked by type number while the GDF are promoted to a named rank such as Corporal.

does that mean that the strogg cant actually be ranked up?

also, i found this:

In-Game Notification of Promotions
While in-game, the player will be notified when they achieve anything:
"You received 2nd Honors in Engineering and are promoted to Corporal!”

are you guys notified in game when you get promoted cuz im definitely not?

I am unclear on some of it. I'm not in enough ranked servers it appears yet. Maybe Mike could chime in on this.
