Nope, it's a real time strategy game, not an MMO.

Just have to pay for the game.

From what ive heard its a brutal learning curve

It is fairly brutal, but the ELO formula for matchmaking does a fairly decent job at matching you with players of equal skill. I'm a complete noob and I win a bunch of games somehow.
